Amendment 0003: This is an official notice to all contractors who are interested in a site visit. A site visit will be held at Dover Air Force Base on 17 June 2026 @ 9:00AM EDT. Please refer to the Base Access section below for further instructions. This is also a reminder a REAL ID, or an in/out state ID accompanied with a passport, birth certificate, or social security card will be necessary for in-processing upon arrival. People without proper identification will not be allowed access of base. Furthermore, since 19 June 2026 is a federal holiday, the deadline for questions will be 18 June 2026 @ 2:00PM EDT. 


Amendment 0004: This solicitation due date will be extended to 24 July 2026. Questions and Answers will be added next amendment.

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Subpart 12.2 (RFO Deviation effective April 20, 2026), as supplemented by R-DFARS Part 212 (Class Deviation 2026- O0028, effective December 18, 2025). This announcement constitutes the only solicitation; quotations are being requested. A separate written solicitation will not be issued.


1. This is a FY27 requirement. Funds are currently not available for this action but will be made available upon the start of the new fiscal year.
2. This acquisition is a 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
3. The North American Industry Size Classification System (NAICS) code Dover Air Force Base has a requirement for Integrated Solid Waste Management in accordance with Attachment 1 – ISWM PWS to be delivered within 30 days. See Attachment 1 – ISWM PWS for a complete description of services.


- Site Visit: There will not be site visit unless specifically requested. If a site visit is requested, the meeting place will be 442 13th St, Dover AFB, DE 19902.


- Base Access: In the event of a site visit, Dover AFB is not an open base and you must have a valid ID for both yourself and your vehicle to access the base. Anyone who does not have the necessary identification to enter the base must make arrangements with
the contracting office to be signed onto the base. Attendees requiring escorted base access will meet at theDover AFB Pass and Registration office located at the Visitor’s Center at 331 Main Gate Way 45 minutes prior to the scheduled meeting. A member of the contracting office will be present to escort attendee’s to the site visit locations.
