The 436th Contracting Squadron at Dover Air Force Base is seeking quotes for a Firm-Fixed-Price contract to manufacture and deliver one self-contained, deployable 20-foot ISO-compliant Mobile Embalming Unit. This unit must be constructed using a new High-Cube ISO shipping container and engineered for transport via C-17, C-5, and standard flatbeds, with the ability to operate in temperatures ranging from 0 to 120 degrees Fahrenheit. Key technical requirements include a tri-fuel generator compatible with both CONUS and OCONUS power, a high-performance HVAC system ensuring 15 air changes per hour to maintain OSHA formaldehyde limits, and a minimum 880-gallon combined water storage capacity. The unit must also feature interfaces compatible with specific government-furnished embalming equipment. This is a Service-Disabled Veteran-Owned Small Business set-aside opportunity. Award will be granted based on the Lowest Price Technically Acceptable criteria, evaluating price reasonableness and a pass/fail technical assessment of the approach, design, materials, training plan, and quality control. Questions are due by August 31, 2026, and final responses must be submitted by September 4, 2026.

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The 436th Contracting Squadron (436 CONS), Dover AFB, DE, intends to award a Firm-Fixed-Price (FFP) contract for the manufacture, delivery, and on-site training of one (1) self-contained, deployable 20-foot ISO-compliant Mobile Embalming Unit (MEU) in support of the Air Force Mortuary Affairs Operations (AFMAO) global mass casualty mission.

The MEU is a modified commercial, non-developmental item that must utilize a new, certified 20-foot High-Cube ISO shipping container as its structural shell. The fully integrated container and its onboard systems must be engineered for transportability via C-17, C-5, and standard flatbeds, and must operate continuously in extreme environmental conditions ranging from 0°F to 120°F.

Critical Technical Specifications Include:

  • Power & Backup: An integrated tri-fuel generator (Propane, Gasoline, Natural Gas) with an automatic electrical transfer switch compatible with 50-amp shore power (accepting both 120/240V 60Hz CONUS and 220V 50Hz OCONUS municipal power).

  • HVAC & Bio-Containment: A specialized, high-performance single-pass HVAC system providing a continuous exchange rate of at least 15 air changes per hour (ACH) and Local Exhaust Ventilation (LEV) to maintain formaldehyde concentrations strictly below OSHA's Permissible Exposure Limit.

  • Plumbing & Fluids Capacity: Integrated corrosion-resistant water tank storage with a combined capacity of at least 880 gallons (configured as 275 gallons fresh, 275 gallons wastewater, and 330 gallons emergency reserve).

  • Equipment Integration: Mounting and utility connection interfaces compatible with Government-Furnished Equipment (GFE) commercial embalming machines (e.g., Portiboy, Dodge APC, Frigid, or Duotronic).

  • Delivery & Training: FOB Destination shipping to Dover AFB, DE, with a required delivery schedule of 120 days after receipt of order (ARO). The contractor shall provide a minimum of one (1) full day (8 hours) of on-site setup, leveling, utility connection, and operational training for up to six (6) personnel upon delivery.

Basis for Award:
Award will be made to the responsible offeror whose technically acceptable quote represents the Lowest Price Technically Acceptable (LPTA). Evaluation factors will be:

  1. Price: Evaluated for reasonableness.

  2. Technical Acceptability: Evaluated on a Pass/Fail basis across five (5) subfactors: Technical Approach, Designs & Specifications, Bill of Materials, Training Plan, and Quality Control/Warranty (as detailed in the attachments).

CE SCBA Air Compressor
Solicitation # FA449726Q0042
The Government is seeking sources for a breathing air compressor system to support fire department emergency responders at Dover Air Force Base, Delaware, with stringent technical and operational requirements. The system must be an all-in-one unit featuring 6,000 PSI storage capacity and 15-25 horsepower, equipped with three SCBA fill stations capable of accommodating cylinders up to 31 inches in overall length, a 100-foot high-pressure cabinet-enclosed hose reel, a sound-attenuating enclosure with slam-action latches, an automatic condensate drain system that includes a non-corrosive reservoir, an integrated float sensor, and an automatic “Full” indication that triggers compressor shutdown, as well as safety alarms and an emergency stop button. The entire system must comply with the current editions of NFPA 1901 and NFPA 1989 standards to ensure operational safety and regulatory conformity. Critically, the procurement mandates the use of the Bauer brand due to its integration with an existing service infrastructure under contract FA449725C0008; substitution with any other brand would invalidate the current service agreement, create operational incompatibilities, jeopardize life-safety equipment reliability, and lead to increased costs and loss of warranty coverage. This solicitation is structured as a sources-sought notice under NAICS code 811310 with a Total Small Business Set-Aside as defined under FAR 19.5, restricting eligibility to small business concerns. The Department of Defense, through the 436th Civil Engineer Squadron, is the issuing agency, with point of contact information provided for inquiries, though specific pricing, delivery timelines, evaluation criteria, and formal acceptance procedures have not yet been defined in this preliminary phase.
