DAFB Z-Portal Maintenance

The 436th Contracting Squadron is issuing a direct sole-source award to Rapiscan Systems Inc. for the maintenance of the Z-Portal vehicle and cargo x-ray inspection system at Dover Air Force Base, Delaware, under the authority of Revolutionary FAR Overhaul 6.103-1(b), which permits procurement from only one responsible source. The system is critical for the Commercial Vehicle Inspection Gate and must deliver high-performance imaging capabilities, including three-sided scanning of vehicles (top, left, and right) using backscatter X-ray technology to detect organic materials such as explosives, drugs, and personnel. The system must achieve a throughput of at least 120 cars per hour and over 80 trucks per hour, operate reliably in extreme temperatures ranging from -22°F to 140°F, and be integrated with a stand-alone infrastructure featuring control modules, digital recording hardware, and workstation-based software for image storage. All components must be displayed on five dedicated monitors and allow operators to enhance contrast and magnify areas of interest. The contractor is required to provide six scheduled preventative maintenance visits annually, respond to service calls within 24 hours via phone and 72 hours on-site, and conduct all testing during non-peak hours from 4:00 PM to 11:00 PM EST, with government oversight during all evaluations. Training for three to five government personnel must be delivered on-site within three months after any option period is exercised. The contractor must maintain a full-time, English-proficient contract manager on-site with full authority to make operational decisions, employ only factory-trained and certified personnel, and ensure all employees meet strict security, background, and legal eligibility requirements to access Dover AFB. Compliance with AFI 31-101 and ANSI N43.17 radiation safety standards is mandatory, with a maximum exposure limit of 0.1 µSv per scan. The contractor must also adhere to a 100% shred policy for written materials, complete Operations Security Awareness Training if holding a CAC, and avoid any access to restricted areas without proper escort. The government will conduct 100 percent inspection of performance and requires immediate reporting of any non-conformance to the Contracting Officer Representative. The award has no set-aside classification, and interested parties may submit clear and convincing evidence of their ability to meet requirements by 2:00 PM EDT on July 13, 2026, to the designated contracting officials.
