The Dashields Locks and Dam Hydraulic System Upgrade involves the complete replacement of the existing hydraulic system with a new, modernized system at the Coraopolis, Pennsylvania site along the Ohio River. This includes demolition and removal of all old hydraulic components such as motors, pumps, reservoirs, piping, valves, and fluid, with embedded piping to be drained, cut flush, and abandoned in place. Nine new hydraulic cylinders will be supplied by the contractor and five by the government, supported by four new hydraulic power units (HPUs) installed in two new two-story buildings on the land and middle lock walls, and one on an elevated platform in the river wall. The contractor must design and construct all new buildings and the elevated platform according to specified performance standards and concept drawings. Hydraulic power will be delivered via new stainless-steel piping and manifold-mounted components to the existing cylinders. New electronic control systems will be installed in custom-built control panels located within each HPU building and inside a central panel in the middle wall operations building, with control consoles placed in three existing and one newly constructed one-story shelter, also designed and built by the contractor. Electrical demolition and installation work includes removal of outdated hardware and wiring, and new power and control cabling must be integrated into existing motor control centers. Concrete work will be required for foundations, utility trenches, and routing of mechanical and electrical systems, with minimal steel grating installed over trenches. A comprehensive geotechnical and civil site analysis must verify foundation integrity and drainage conditions. All new equipment must be thoroughly tested and commissioned before handover. The project requires a floating work plant and work boats due to its riverine location. All as-built drawings must be sealed by a registered professional engineer. The contract is a Firm-Fixed-Price award, 100% set aside for small businesses under NAICS code 237990 with a size standard of $45 million, and requires full SAM and PIEE registration in active status at time of offer submission. Performance must be completed within 730 days of Notice to Proceed, with the solicitation issued on or about June 18, 2026, and response due by July 28, 2026.
