The Department of The Navy requires subject matter expertise to aid in accomplishing operational energy efforts including the Defense Production Act Title III Advanced Drop-in Biofuels Production Project, DON projects within the Operational Energy Capability Improvement Fund, Energy Command and Control, and Energy Conservation Measures for tactical platforms. In recent years, the DoN has implemented energy innovations that increase mission capability. These initiatives transformed the way Sailors and Marines view energy by changing the perception of energy as a tether to acknowledging its role as a mission enabler. Energy improvements afloat enable ships to remain on station longer between refueling. Technological innovations have enabled expeditionary forces to travel farther without resupply. The Government intends to award a sole source firm fixed price award to Beryl Renewables. Through their experience under N00189-17-P-0005, Beryl Renewables is the only responsible source who has the extensive program, deep industry knowledge, and naval experience required to perform this follow-on effort within the timeframe. The Operational Energy Capability Improvement Fund requires continuity of leadership in its subject matter expertise as it enacts a transition to its fundamental business rules.
