The Department of the Navy is seeking specialized technical support to advance two major energy goals announced in 2009: achieving 50% of total Navy energy consumption from alternative sources by 2020, and demonstrating and operating a Green Strike Group by 2016. Central to this effort is the Defense Production Act Title III Advanced Drop-in Biofuels Production Project, which aims to invest over $1 billion to develop synthetic hydrocarbons compatible with naval fuels. The project requires subject matter expertise to support various operational energy initiatives, including the biofuels production project, energy capability improvements, command and control, and conservation measures for tactical platforms. The contract will be awarded as a sole source, firm fixed price agreement to Beryl Renewables, chosen due to their unique combination of deep industry knowledge, naval experience, and prior involvement under contract N00189-14-P-Z273. The expertise provided is essential to maintain continuity in leadership and informed guidance as the Operational Energy Capability Improvement Fund transitions to new business rules. The work will be managed through the Department of Defense’s office based in Washington, DC, with a focus on sustaining progress toward the Navy’s broad energy transformation goals.

Sail the Great Green Fleet: Department of Navy will demonstrate a Green Strike Group in operations by 2012 and sail it by 2016. The Deputy Assistant Secretary of the Navy (DASN) Energy requires continued subject matter expertise in Department of Navy's energy goals to assist in operational energy efforts that include the Defense Production Act Title Ill Advanced Drop-in Biofuels Production Project, DON projects within the Operational Energy Capability Improvement Fund, Energy Command and Control, and Energy Conservation Measures for tactical platforms. Through their experience under N00I89-14-P-Z273, Beryl Renewables is the only responsible source who has the extensive program, deep industry knowledge, and naval experience required to perform this follow-on effort within the timeframe.
