The contract involves the development and delivery of specialized data analysis software tailored for Whiteman Air Force Base to support existing data collection systems used during test flights. This software, a proprietary product by BAE Systems within the Adaptable Communication Suite, aims to complete PDW analysis tools to detect and identify issues from flight data cubes and related equipment. Key functionalities include enabling novice analysts from the 72nd Test and Evaluation Squadron to analyze and plot emerging trends, automatically archive data with standardized naming conventions incorporating flight tail numbers and Julian dates, and embed metadata such as MAC addresses and cross-reference system installation data. The software will also support ingesting raw data to replay flight scenarios for performance evaluations and handle unknown parameters like time and location. Additionally, the contract includes procuring materials to further develop the AxxHAT project, which focuses on integrating new models to enhance modernization and simulation efforts. The analysis tool must be capable of processing and displaying data from multiple aircraft tails across different scenarios, ensuring comprehensive evaluation capabilities. The work is overseen by the Department of Defense's 509th Contracting Squadron located at Whiteman AFB, Missouri, with designated points of contact managing the procurement and technical requirements.

Provide for the ability to automatically archive the necessary data and place in the appropriate archive folder with Standardized naming convention to include tail number and Julian date of flight (I.e. 20191380040) include in first line of file same data as well as MAC address of equipment used and start collecting by tail number the appropriate cross reference data base of systems installed. Continue with MDF utilized. After delivery of the MDFG the 72TES will need to have the analysis tool be able to ingest the raw data to replay scenarios collected to evaluate performance. If unknown include time and location. Purchase additional materials to support the development of the AxxHAT project allowing for the preparation and availability of any - new models as they are perfected to enhance the mod and sim effort. Make the analysis tool with the ability to ingest and display multiple tails from scenarios.

Notice of Intent for Sole Source Award to Johnson Controls for N2 Controller Upgrade
Solicitation # FA462526Q1117
The U.S. Department of Defense, through the 509th Combat Communications Group at Whiteman Air Force Base in Missouri, intends to award a sole source contract to Johnson Controls for the upgrade of N2 controllers across the base’s entire controls network. This decision is based on the fact that 100 percent of the current system infrastructure consists exclusively of Johnson Controls hardware and software, making integration with competing brands technically unfeasible. Furthermore, Johnson Controls is the sole authorized installer of its own products, ensuring that any installation or service work must be performed by them to maintain system integrity, functionality, and compatibility. The contract will include incidental installation services necessary to complete the upgrade. The action is documented under solicitation number FA462526Q1117, posted on July 16, 2026, and falls under NAICS code 335314 for Other Electrical Equipment and Component Manufacturing. The procurement is classified as a presolicitation, with no set-aside designation applied. Primary point of contact is Riverhue Mabanta, reachable at [phone hidden] or [email hidden], with Lt Joshua Sturgill serving as secondary contact. All work is to be performed at Whiteman Air Force Base, Missouri, 65305. Interested parties may access additional details via the SAM.gov portal using the provided UI link.
