Data Analysis for the Quality, Safety & Oversight of the End Stage Renal Disease (ESRD), Transplant, and Organ Procurement Organization (OPO) Programs

The contract entails the production of detailed data reports on End-Stage Renal Disease (ESRD) dialysis facilities, Transplant Programs, and Organ Procurement Organizations (OPOs). These reports will provide comprehensive summaries of patient and facility characteristics, patient outcomes, facility practice patterns, and comparative statistics at State, Network, Regional, and National levels. The goal of these reports is to support CMS's oversight of quality and safety within ESRD, Transplant, and OPO programs. The contractor is responsible for generating a variety of analytical products, including Facility-specific Dialysis Facility Reports, monthly Initial Transplant Program Reports, Transplant Composite Reports for survey scheduling, organization-specific OPO Reports, as well as State and Regional reports. Additionally, rank-ordered outcomes lists at the State level, including public versions displaying top performers, will be produced. All reports must be posted on a secure website and distributed promptly to CMS surveyors, State Agencies, and other oversight stakeholders to ensure timely access to critical quality and safety information. This contract is non-commercial in nature, reflecting the specialized and customized nature of the data and analysis required, which cannot be fulfilled by commercial offerings without substantial modification.
