Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking innovative solutions—which may be cloud-based, terrestrial, satellite, hybrid, or other approaches—to distribute mission-critical NWS data and products to a geographically dispersed user community. The replacement capability must support the exchange, ingestion, processing, and distribution of data while integrating with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for information purposes only and does not constitute a solicitation, request for quote, or binding contract, and no funds have been authorized or appropriated for the effort at this time. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time, with questions due by October 15, 2026. The government is utilizing this RFI to determine the most effective acquisition strategy, including potential small business set-asides and the most appropriate contract structure, such as firm-fixed-price, managed services, or Data-as-a-Service. The preliminary NAICS code identified for this effort is 541512.

Responses to this RFI are not proposals to which Army Contracting Command - Rock Island (ACC-RI) can issue contracts. This requirement is for the Data and Application Support Task Order (DASTO), which was formerly one of three parts of the ETSO (Enterprise Technology Support Order) requirement. The DASTO requirement is a non-personal services task order (TO) to provide services including providing input to the Government to conceptualize, plan, research and develop, implement, and maintain cost-effective, proven and state-of-the-art IT solutions to support HRC mission partners' business processes, its field operating elements and its client communities. The Government is requesting feedback on the draft PWS, as well as any questions you may have regarding the PWS or the requirements in general. Please closely review the PWS as if you were going to submit a proposal and submit questions for additional information you will need to be able to propose. Please note, the draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in the final PWS included in any future RFP. Vendors are also encouraged to submit any applicable ideas by which the Government could achieve cost savings on this acquisition. ACC-RI is also issuing this RFI to research the pool of vendors who are interested, qualified, and capable of performing the required DASTO services described above. The Government will use the responses received for information/planning purposes and to identify potential sources as part of market research. The Government requests that interested parties respond to this notice by providing the company's capability to meet the draft performance requirements. Capability statements shall include the following: company name, point of contact, address, telephone, website and email addresses, brief description of company and its capabilities to perform the DASTO requirements in accordance with the draft PWS, brief descriptions of recent and relevant projects for tasks similar to those in the draft PWS, DUNS number, CAGE Code, Tax ID number, as well as size category and socioeconomic status. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responders are solely responsible for all expenses associated with responding to this RFI. ACC-RI will not pay for information received in response to this RFI. Responses to the RFI will not be returned. Capabilities, feedback and questions are due no later than 7:00 a.m. Eastern time on 28 March 2017. The maximum page limit for each submitted capability statement is set at a length of 12 pages; questions and comments on the draft PWS are not considered to be included in the 12 pages. Please utilize the attached DASTO Question Template for all questions and comments. Responses should be sent electronically to Angie Hook at angela.d.hook.civ@mail.mil and Katy Cope at katherine.m.cope4.civ@mail.mil.
