PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES. CBC/Radio-Canada is seeking Proposals in response to its Request for Proposal. An Agreement resulting from this RFP may potentially be for three years with two irrevocable options to renew for a one year period. 1. SUMMARY OF REQUIRED GOODS/SERVICES: CBC/Radio-Canada is seeking to procure a state-of-the-art Data Collaboration Platform that enables CBC/Radio-Canada to engage in secure, privacy-compliant data partnerships with advertisers and third-party data providers. The solution must facilitate high-fidelity audience matching, advanced analytics, and machine learning—such as lookalike modeling and conversion attribution—without the movement or exposure of raw PII. The primary goal is to maximize the value of CBC/Radio-Canada’s first-party data assets across both direct and programmatic sales channels while ensuring absolute adherence to Canadian privacy standards, providing a secure environment that bridges the gap between data insights and cross-channel activation. 2. MANDATORY REQUIREMENTS: Please ensure your organization is able to meet the following mandatory requirements before proceeding to the next step. Only bids that are able to meet the following mandatory requirements will be evaluated. Detailed answers to these mandatory requirements will be required as part of the Technical Submission. To be evaluated the Proponent must provide and demonstrate they meet the requirements below, without limitation: The platform must enable rapid, privacy-safe overlap analyses between advertiser and publisher data assets to forecast unique reach, overlap size, and impression availability. Furthermore, it must allow users to directly construct actionable audience segments from these intersecting customer lists prior to media execution. Detail the onboarding workflow for brand partners or advertisers who do not hold an existing platform license or clean room instance. Detail any cost implications or guest access licensing models for external collaborators. The platform must support data ingestion and export through cloud object storage services, including at a minimum Azure Blob Storage. The platform must support common file formats, including CSV, Parquet, or JSON, for both import and export workflows. First-Party Attribute Definition: Enable teams to define explicit attributes (e.g., subscription_status, household_income) and implicit behavioral signals (e.g., viewed_sports_page > 3 times in 7 days). Attributes Analytics: Provide reporting on individual attribute performance, including coverage rate (percentage of total profiles holding the attribute), profile counts, and index scores over time. No-Code Audience Builder: Provide a visual UI allowing non-technical business users to build target lists using Boolean logic (AND, OR, NOT) across data sources, traits, contextual signals, and event recencies. 3. All Proponents must obtain the RFP documents through MERX. The Proponent understands that by accessing the documents that it is bound by the Confidentiality clause elaborated in Part II: General Provisions Section A: Proponent’s Instructions 1. Confidentiality of the Main Document COMMUNICATION WITH CBC/RADIO-CANADA Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail and addressed solely to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the reference number (RFP#ES20260703) in the “Subject” of the e-mail. E-mail: Imrana.Choudry@cbc.ca Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the Main Document. CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX. 6. RECEIPT OF PROPOSALS/PROPOSALS Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than Sept 23 2026 at 8:00:00 pm, Eastern Time. The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not. Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
