Pre-Solicitation Notice POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY BE ISSUED. This acquisition is being issued as a 100% small business set-aside. The National Institutes of Health (NIH), National Cancer Institute (NCI), Cancer Diagnosis Program (CDP) is seeking a contractor to provide data management and support for CDP research projects, tracking NCI support resources and ad hoc systems analysis and programming services. A portion of this effort will support human specimen resources such as Cooperative Human Tissue Network, the Cooperative Breast Cancer Tissue Resoruce, Cooperative Group Banks, the Cooperative Prostate Cancer Tissue Resource and the Specimen Locator. In addition, ad hoc activities include initiatives related to the role of the Cancer Diagnosis Program in facilitating transfer of concepts and technological development from basic research into clinical applications for improved diagnosis and prognosis. Activities, have included: support for marker studies in several organ systems; a molecular profiling study of lung cancer; and support of studies to evaluate the performance of clinical assays for 18qLOH in colon cancer and BCR-ABL in CML. Experience is required in system design, high-level computer programming and the production of statistical tabulations and graphs and technical and user documentation. Proposed personnel should be experienced in programming in high-level languages, experience in using graphics packages such as SAS-GRAPH and statistical packages such as Splus, SAS, and BDMP. Request for Proposal (RFP) N02-CM-17001-02 will be available on or about April 8, 2011 and receipt of proposals will be due on or about 2:00 p.m., Eastern Prevailing Time on May 9, 2011. The RFP will only be available electronically and must be accessed through the National Cancer Institutes', Office of Acquisitions external website at URL: http://rcb.nci.nih.gov/ Once there, click on Current Requests for Proposals. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSBILE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS, FAILURE TO DO SO WILL BE AT YOUR FIRM'S OWN RISK. It is the offeror's responsibility to monitor the above Website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in one (1) award to an offeror capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that a single award, cost-reimbursement, cost-plus-fixed-fee, contract will be awarded on or before July 1, 2011, for a base period of one-year, plus four (4) one (1) year options. The Government's estimated effort for this project is 2,769 direct labor hours per year. This advertisement does not commit the Government to award any contract. This is a recompetition of Contract No. HHSN261200422007C, awarded to Information Management Service (IMS) in the amount of $1,119,065.
