DBH - Milestone Server Software Installation Services

Lot #1, Round #2 - Open MarketThe Ohio Department of Behavioral Health (DBH) - Summit Behavioral Helathcare Hospital (SBH) is soliciting dealers for the installation services of the latest version of Milestone Software onto our new servers. DBH currently operates the Milestone video management system across one (1) management server and four (4) recording servers. The management server and one (1) recording server have been identified for replacement and will be upgraded to new hardware. RAID 6 is now Milestone’s recommendation over RAID5. Through this solicitation, we are seeking a qualified supplier to provide professional services to perform the following: Pre-Deployment Planning Review the current Milestone system, Management Server version, SQL location, and licensing needs. Installation and ConfigurationInstall the latest Milestone software version on the two newly procured servers (management server and recording server), ensuring full compliance with Milestone requirements and best practices. Backup Existing Management Server Export the Milestone Management Server configuration.Backup the SQL databases from the existing Management Server. Deploy New Management Server Set up hardware, RAID1 SSD array, BIOS, and iDRAC (if desired). Install Windows Server (2019, 2022, or 2025). Install required runtimes before Milestone installation: .Net 8 Runtime .NET Framework 4.7.2 Install SQL Server (2016, 2017, 2019, or 2022). Restore SQL databases. Install Milestone XProtect Expert Management Server components. Install latest Milestone Device Pack and Legacy Device Pack. Import the previously exported configuration. Deploy New Recording Server Configure RAID1 for OS, RAID10 for recording, RAID6 for archive. Install Windows Server. Install .NET 8 Runtime and .NET Framework 4.7.2 Install XProtect Expert Recording Server. Install latest Device Pack and Legacy Device Pack. Configure storage using NTFS with 64 KB allocation unit size. System MigrationConduct a complete migration of all configurations, databases, recordings, and functional components from the existing management server and the designated recording server to the new hardware. The vendor will be responsible for validating system integrity and ensuring uninterrupted operational performance during and after migration. Software Upgrades on Existing ServersUpgrade the Milestone software on the remaining three (3) existing recording servers so that all components of the system operate on the latest approved version. Install .NET 8 Runtime and .NET Framework 4.7.2. Upgrade to XProtect Expert 2025 R2. Install latest Device Pack and Legacy Device Pack. Post‑Implementation VerificationPerform comprehensive testing to confirm successful installation, migration, and system upgrades across all five servers. The vendor will be responsible for providing documentation of the completed work and confirming full system functionality. Verify connectivity between Management and Recording Servers. Confirm Smart Client access and SQL communication. Test alarms, rules, maps, recording, and archive operations. Perform final acceptance testing. Cut over from the old Management Server. Provide final documentation covering network configuration, RAID layout, SQL details, Milestone system map, and configuration backups. The selected vendor shall provide all labor, expertise, and related services necessary to complete the installation, migration, and upgrade activities described above.A statement of work (SOW) is required for this solicitation if an SOW is not provided, outlining the above requirements, it may result in disqualification.
The Ohio Department of Behavioral Health (DBH) will award this project to the lowest-cost responsive and responsible supplier. The awarded supplier must include all applicable costs for delivery, setup, and warranty in their submission.Substitutions are not permitted unless explicitly authorized within the solicitation documentation.All pricing must be clearly entered into the OhioBuys item grid. If a separate quote is submitted, the total must exactly match the amount listed in the item grid. Discrepancies may result in disqualification.DBH reserves the right to purchase up to the full quantities specified in the sourcing project.Important: All vendor inquiries must be submitted exclusively through the Inquiry Field in OhioBuys.
