Notice of Intent: Sole Source Law Enforcement radio communications in San Bernardino County, CA
Overview
Bureau of Land Management (BLM) Law Enforcement (LE) radio communications are a critical requirement for BLM Law enforcement officers (LEOs) to safely perform all the required duties that LE¿s. LEOs assigned to the Barstow Field Office, routinely operate in areas without the ability to communicate with dispatch and backup officers once they leave their vehicle. The requirement for reliable handheld radio communications extends to virtually all areas LEOs patrol such as urban interface, high traffic routes, wilderness, ACECs, and OHV areas. It is critical that the contractor provide BLM with reliable critical network for the radios.
Sole Source Contract Announcement
This notice informs the public of BLM¿s intent to award a sole source contract for to gain access to reliable radio communications to the Federal Interagency Communications Center, and interoperability with local and federal law enforcement partners.. The contract will be awarded in accordance with Federal Acquisition Regulation (FAR) 5.207 (c)(15) and will utilize Simplified Acquisition Procedures as authorized by RFO 6.103-1(b) under 10 U.S.C. 3204(a)(1). This statute authorizes sole source procurement when the property or services required are available only from one responsible source, or from a limited number of responsible sources, and no other type of property or services will satisfy the agency¿s needs.
Justification for Sole Source
San Bernardino County operates and controls the radio communications infrastructure necessary to provide the required service within the area. BLM requires continued access to this existing system to maintain reliable and interoperable communications for field personnel.
San Bernardino County is uniquely positioned to provide the required service because the County owns, operates, and controls the communications infrastructure and associated system necessary to provide the service. An alternate commercial source cannot independently provide BLM access to the County's existing radio system. Continuing service through San Bernardino County also avoids disruption to established communications capabilities and supports continuity of operations for BLM personnel.

Public Notification and Response Procedure
This notice of intent is not a request for competitive quotes or offers, and no solicitation package is available. The government retains sole discretion regarding whether to compete with this proposed contract. Firms that believe they have the capability to provide these services must submit information in writing, demonstrating clear and convincing evidence of their ability to fulfill the requirements. Information received will be considered solely for the purpose of determining whether a competitive requirement should be implemented.
