Full Description

The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Gradkell Systems Inc. for one DBsign JSWS Mobile License (plug-in) and DBsign software maintenance. The vendor will provide a base year of software maintenance and the order will contain four one-year option periods for additional maintenance. DBsign software adds PKI digital signatures and authentication to web based applications. The DBsign software is already owned by USACE. No competition is being sought. DBsign maintenance is only offered from the Original Software Manufacturer, Gradkell. It is not sold through distributors or other non-OEM sources. This software cannot be maintained by any other vendor. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
