DCSD27-001 Middle School Stadium at CHMS-CM at Risk

The Douglas County School District is soliciting proposals for a Construction Manager at Risk (CM at Risk) contract to build a new middle school stadium at Chapel Hill Middle School in Douglasville, Georgia, with a project estimated value of $7,000,000. The scope includes a synthetic turf playing field, an eight-lane track with field event facilities, a 4,150-square-foot concessions and restroom building, a 1,000-square-foot storage building, an entryway canopy arch, aluminum grandstands with a prefabricated press box, field lighting, a scoreboard, a soundsystem, a sanitary lift pump, and a fire alarm and mass notification system with a backup generator. The project is currently in the early design development phase and is targeted for completion by June 2027. Proposals must be submitted through the DCSS Bonfire portal by July 7, 2026, at 2:00 p.m. EST, following a mandatory pre-proposal conference on June 2, 2026, and a deadline for written questions on June 9, 2026. The contract requires a CM to provide comprehensive services including scheduling, cost control, quality assurance, and coordination of all subcontractors under a Guaranteed Maximum Price (GMP) structure. The CM must submit detailed project schedules, maintain on-site superintendents, and provide financial statements, bonding, and insurance documentation prior to contract execution. Mandatory bonding includes a 5% bid bond and 100% payment and performance bonds for the full construction cost. Insurance requirements include commercial general liability coverage with products and completed operations and contractual liability, builder’s risk insurance, and pollution insurance with limits of $1 million per occurrence and $2 million aggregate if site work is involved. Proposers must comply with Georgia law O.C.G.A. § 13-10-91 through E-Verify verification for all employees and subcontractors, provide required affidavits, and adhere to OSHA safety standards.
