Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. The contract aims to establish Child Wellness Campuses across Ohio to address the critical shortage of appropriate placements for children and youth at risk of entering or currently in public children’s services agency custody. Funded through a one-time allocation from the Department of Children & Youth, these campuses will serve children who are not placed in licensed residential settings and are instead spending nights in unlicensed environments such as hotels, shelters, or healthcare facilities. The primary goal is to support children in crisis within or near their communities, providing short-term treatment options that facilitate family reunification and reduce the need for out-of-state placements, which often cause trauma and disconnect children from their families and communities. Entities interested in establishing these campuses must be licensed as a Child Wellness Campus or actively working with the department to obtain such a license, and they must also hold or be working towards licensing as a Children’s Residential Center or Group Home. The solicitation, identified as DCY-C-2627-0076, is posted by the Ohio Department of Children & Youth with a response deadline of November 6, 2025, and a project budget ranging from five to twenty million dollars. The initiative is supported by community and organizational letters of support, emphasizing collaboration among local partners. The procurement process includes detailed bid instructions, specifications, and requirements for construction or service providers, along with various related RFQs and quick quotes for ancillary services such as conduit installation, equipment procurement, and vehicle upfitting. Overall, this comprehensive effort seeks to enhance local treatment capacity, improve placement options, and strengthen community-based solutions for vulnerable children and youth at risk of entering or currently in the child welfare system.

Full Description

The purpose of this RFP is to solicit proposals to establish Child Wellness Campuses (CWCs).  DCY will provide one-time funding to entities that establish CWCs across the state to serve children and youth identified by a public children’s services agency as being at risk of entering agency custody. These children are not placed in licensed residential settings and are instead spending one or more nights in unlicensed settings. CWCs will support children in crisis within or near their home communities and will increase capacity for short-term treatment. Entities must be licensed as a CWC or be actively working with DCY to obtain such a license. Additionally, entities must hold a license, with DCY, as a Children’s Residential Center or Group Home. For years, communities have faced a severe shortage of appropriate placements for children and youth whose treatment needs cannot be met at home. The lack of local placement options has resulted in some children and youth residing in office buildings or being sent out of state—far from their families and communities—in search of adequate care. Out-of-state placements not only remove children from familiar surroundings but also sever vital connections to their families and communities, making reunification more difficult and increasing trauma. The target population for these campuses is children and youth who have been determined by PCSA to be at risk of entering PCSA custody and who are not placed in a licensed residential setting. This includes those who would otherwise spend one or more nights in an unlicensed setting, such as a hotel, shelter, agency building, healthcare facility, or a placement that cannot meet the child’s immediate needs. The target population also includes youth whose discharge from a hospital has been delayed due to the lack of an appropriate step-down setting.
