DCYF - Added Jr Bed Capacity - Statewide

The Department of Children Youth & Families (DCYF) in Washington State has launched an initiative to improve its juvenile rehabilitation facilities for high-risk youth up to 25 years old, many of whom have experienced violence, neglect, and trauma. This project focuses on developing predesign studies for medium security custody facilities that can house up to 50 youth, with the ultimate goal of enhancing treatment resources and supporting successful community reintegration. The selected architectural Design Team will be responsible for a range of tasks, including evaluating current sites, site selection, conducting surveys and geotechnical assessments, and reviewing necessary zoning and permit requirements. The contract is structured for the 2025-2027 biennium with a budget of approximately $500,000 for predesign work, and further funding anticipated for additional design and construction in the 2027-2029 period. Firms must be licensed in Washington State, possess relevant experience in juvenile rehabilitation facility planning, adhere to sustainable design standards of LEED Silver or above, and pass FBI fingerprint background checks. Additionally, bidders are encouraged to provide a Diverse Business Inclusion Plan to foster broader participation. The work will be carried out statewide across various DCYF juvenile rehabilitation locations in Washington, ensuring that facility improvements address geographic needs, prioritize smaller facility sizes, and align with client requirements.
