DDD-270002-SODC Youth Residential/Recreational Facility -AE SOQ

Solicitation DDD-270002 is a request for professional architectural and engineering services to support the programming, planning, design, and construction oversight of a new youth residential and recreational facility at the Southwest Ohio Developmental Center. The project scope includes the development of up to 24 residential units, dedicated space for schooling and activities, and a resident recreation area. The selected firm will be responsible for a comprehensive range of deliverables, including program verification, schematic design, construction document preparation, bid and award support, and closeout services. All work must adhere to the Ohio Building Code, National Electrical Code, and the Ohio Facilities Construction Manual, with a preference for experience in LEED v4 or v4.1 and BIM project delivery. The selection process is based on a weighted evaluation of the primary firm's location, workload, and size, as well as the qualifications and experience of the primary firm, key consultants, and the overall team. Key requirements include compliance with the Encouraging Diversity, Growth and Equity (EDGE) program and adherence to Ohio executive orders requiring services to be performed within the United States and prohibiting investment in Russian institutions. The contract is administered by the Ohio Facilities Construction Commission for the Department of Developmental Disabilities. Awarded firms must maintain professional liability insurance based on the construction budget and provide at least 10 hours of on-site construction administration services per week during the construction phase.
