De-Icing Road Salt

The Department of General Services, Procurement Division of the State of California is seeking bids to establish a three-year statewide contract for the supply of de-icing road salt, with two one-year extension options available. The contract is open to all state departments and may be utilized by local governmental agencies, and awards will be made on an all-or-none basis to the lowest-priced technically acceptable bidder under a firm fixed price structure. All pricing must be submitted F.O.B. Destination, with the contractor responsible for delivery to specified locations across California within two business days of order placement, including remote maintenance stations and roadway mileposts. Bidders must comply with stringent product specifications, including a minimum sodium chloride content of 90–99%, moisture content not exceeding 3%, and particle size conforming to ASTM C136/C136M-19 and Caltrans CT 202 standards, with testing governed by ASTM E534-18 and the Clear Roads Product Program v2020. Compliance with environmentally preferable purchasing guidelines and the Darfur Contracting Act is mandatory, and bidders must submit extensive documentation including a completed Payee Data Record (STD 204), insurance certificate, federal debarment certification, manufacturer’s summary form, DVBE declaration, and various other certifications required for eligibility and preference claims. The evaluation process prioritizes technical compliance and pricing, with documentation such as the insurance certificate and Payee Data Record carrying the highest point weights in scoring, reinforcing a lowest price technically acceptable award determination. Proposals must be submitted via email no later than June 1, 2026, at 2:00 p.m. PT, with attachments limited to 10 MB per email and no cloud links permitted; the pricing workbook must be included both as an email attachment and on a USB drive. Contractors must also comply with special requirements including immediate notification of any price reductions, adherence to safety data sheet regulations under Title 8 CCR §5194, submission of monthly usage and subcontracting reports, and ability to deliver to secure facilities requiring prior access coordination. The State retains the right to conduct random sampling, remove non-compliant line items, terminate for failure to submit required documents, and audit subcontractor compliance with DVBE and small business goals. No contract value is specified due to unpopulated pricing fields, and while the contract does not require CAGE or UEI codes, bidders must provide their Secretary of State business number and seller’s permit.
