Full Description

The California Department of Fish and Wildlife (CDFW) has issued an ITP (No. 2081-2025-071-05), pursuant to Section 2081(b) of the Fish and Game Code to City of Santa Barbara. The Project includes replacement of the De La Vina Street Bridge over Mission Creek. The Project activities include demolition of an existing bridge and buildings; utility relocation; temporary creek diversion and dewatering; temporary construction of diversion dams; installation of the new bridge, associated abutments, concrete wingwalls, rock slope protection, and downstream soldier pile walls; use of temporary work areas within the creek; temporary installation of approximately 625 cubic yards of fill in the channel to act as a platform for a Drill Rig; and other activities. The covered activities under this Incidental Take Permit only include portions of Stage I of the Project which will be constructed from the issuance of this permit. Stage 1 of the Project entails the construction of the downstream portion of the bridge, abutments and channel walls, placement of rock slope protection to reconstruct the creek banks, creek grading, and temporary creek diversion. The Project is expected to cause the permanent loss of 0.01 acres of habitat for southern California steelhead (Oncorhynchus mykiss) due to alteration of the creek bank and temporary loss of 0.15 acres of habitat for southern California steelhead. Indirect impacts resulting in 7,275 linear feet will occur between the Project site and the bridge over Mission Creek on California State Route 192. The Project is expected to result in incidental take of southern California steelhead, which is/are designated as an endangered species under the California Endangered Species Act (CESA). The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.
