De La Vina Street Bridge Replacement Project (Project) (Streambed Alteration Agreement No. EPIMS-SBA-30063-R5)

The California Department of Fish and Wildlife has amended Streambed Alteration Agreement No. EPIMS-SBA-30063-R5 with the City of Santa Barbara for the De La Vina Street Bridge Replacement Project. This project involves the demolition of the existing bridge and surrounding buildings, utility relocation, creek diversion and dewatering, and the construction of diversion dams. The scope of work includes the installation of a new bridge with associated abutments, concrete wingwalls, rock slope protection, and downstream soldier pile walls, as well as the use of temporary work areas within the creek and the revegetation of creek banks with native riparian species. Recent amendments to the agreement include updates to the permittee and the project description to incorporate a temporary platform. Additionally, the amendments adjust the creek work window for Stage 1 in 2026 and account for an increase in the total project impact acreage. The project is identified as categorically exempt under CEQA Class 2 and is being managed by the California Department of Fish and Wildlife Region 5 South Coast San Diego, with coordination between Environmental Scientist Joleena De La Fe and Public Works Director Brian D'Amour.
