Deaerator (DA) and Condensate System Upgrades

The Port of Seattle’s Aviation Project Management Group is seeking contractors to replace the Deaerator and Condensate tanks in the Central Mechanical Plant at Seattle-Tacoma International Airport, with an estimated contract value between $6.25 million and $7.5 million. The scope of work requires full procurement, installation, testing, and commissioning of new equipment in accordance with performance-based specifications outlined in Divisions 0 through 48 of the Project Manual, ensuring compliance with industry standards including ANSI A13.1, UL 969, ASTM E84, ASTM F594, and the International Building Code. All work must be performed on-site with strict adherence to safety protocols requiring OSHA 500-certified Safety Representatives and designated Competent Persons for fall protection, excavation, and lock-out/tag-out procedures, alongside a site-specific safety plan, hot work permits, and a drug-free workplace policy. The contract follows a Lowest Price Technically Acceptable award model, where bidders must be financially and technically responsible, meet bonding and insurance requirements, and demonstrate compliance with WMBE participation goals of at least 5% through documented outreach and self-certification. Submissions must be made electronically via email with a specific subject line format, not exceeding 10 MB per email, and late submissions will be rejected. Materials must be delivered to the site in factory packaging, with responsibility transferring upon arrival, and all labeling must meet ANSI and UL standards using durable brass or multilayer plastic materials with white-on-black contrast text and stainless steel fasteners. Final acceptance is contingent upon successful testing, submission of operation manuals, as-built drawings, and compliance certifications, with inspections conducted exclusively at the project site by the Port or its Engineer, though the Contractor retains sole responsibility for ensuring all work meets contractual obligations.
