Deep Rose Geothermal Exploration Project Supplemental Initial Study/Mitigated Negative Declaration

The Deep Rose Geothermal Exploration Project, led by the California Department of Conservation's Geologic Energy Management Division (CalGEM), involves the drilling, testing, and monitoring of up to four exploratory geothermal wells in the Haiwee Geothermal Leasing Area of Inyo County, California. The project aims to verify the existence of commercially viable geothermal resources within the Coso Known Geothermal Resource Area. Construction activities include the development of a well pad, new and upgraded roads, a water storage area, a booster pump station, and plastic piping. Drilling operations are expected to occur 24 hours a day, with each well taking a maximum of 200 days to complete, and the entire four-well program scheduled for completion within two years of initiation. The project is subject to rigorous environmental oversight under CEQA and NEPA, as detailed in a Supplemental Initial Study and Mitigated Negative Declaration. Key regulatory requirements include the implementation of a Cultural and Tribal Cultural Resources Management and Treatment Plan, adherence to the California Construction Stormwater Program, and compliance with OSHA and EPA standards for hazardous materials and spill prevention. The project must also manage greenhouse gas emissions to remain below 25,000 tons of CO2e annually and implement mitigation measures to protect special-status species, such as the Mojave desert tortoise and desert kit fox. Land for the project is administered by the Bureau of Land Management and the California State Land Commission.
