The Defense Information Systems Agency (DISA), through its Defense Information Technology Contracting Organization (DITCO) National Capital Region, plans to award a single contract for Defense Enclave Services (DES) via an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle. This contract will span a ten-year ordering period consisting of a four-year base period and three additional two-year option periods, with an anticipated multibillion-dollar ceiling. The procurement will follow FAR Part 15 procedures under full and open competition. Contract line items are expected to include firm-fixed-price, labor hour, and cost reimbursable categories. The solicitation and related activities are being adapted due to the COVID-19 pandemic, utilizing virtual engagement platforms requiring DoD Common Access Card (CAC) credentials to facilitate pre-solicitation discussions and industry day briefings. The initial request for proposals was anticipated in late September 2020, with award expected in the fourth quarter of 2021; however, final RFP release was delayed until mid to late first quarter of FY 2021, and the final RFP was posted December 2020 under solicitation number 621913271. Interested contractors must be registered in the System for Award Management (SAM) database to participate. The acquisition timeline included multiple opportunities for industry feedback through virtual conferences and draft RFP question submissions. Key updates included removal of the Cybersecurity Maturity Model Certification (CMMC) requirement from evaluation criteria due to ongoing development of standards. All correspondence and questions related to the solicitation were directed to the DES mailbox at DISA’s Fort Meade office in Maryland.

The Government is contemplating the manner in which it will conduct pre-solicitation activities with interested parties for this acquisition in light of the coronavirus pandemic. One such avenue being considered is the use of DoD-specific solutions, e.g., Defense Collaboration Services or Global Video Services. DoD unique solutions require the use of a common access card with DoD credentials. Please inform the Government if you do not have a CAC with DoD credentials that would allow access to the aforementioned systems for pre-solicitation activities. SAM registration can be completed by going to the following website: www.SAM.gov. **This notification is to relay the Government's intent to issue a Draft RFP, which will include information on a virtual pre-solicitation conference by 28 August 2020.** **The purpose of this update is to post the following files for the Virtual Pre-Soliciation Conference: DES Industry Day Briefing Slides DES Industry Day Transcript The DES industry day consist of a video which includes the information in the transcript and the Briefing slides, no additional information is included in the video.
