SOLE SOURCE DELAY LINES

The U.S. Government is seeking to procure eight units of a delay line with NSN 5999-01-609-2268 and part number 13646142-3, and two units of a related delay line with NSN 5999-01-609-2260 and part number 13646142-2, both for use in the Patriot Missile Weapon System, under a single purchase firm-fixed price contract. The procurement is restricted exclusively to Microsemi Corp.-RF Signal Processing with Cage Code 6Y858 due to the absence of adequate technical data or acquisition rights to allow sourcing from alternative suppliers, despite prolonged screening efforts. Production lead time is 720 days after contract award with first article testing, or 900 days without it, with all deliveries required to Fort Bliss, Texas. The acquisition is subject to strict export control regulations under the Arms Export Control Act and the Export Administration Act, and both the offeror and any manufacturing sources must hold an active United States/Canada Joint Certification Program certification to access controlled technical data; no delays in award will be granted for certification processing.
