Overview The Iowa DOT is seeking competitive bids for delivered FOB destination pricing for rock salt for the FY2027 winter season for 3 political subdivisions of the State of Iowa. The Iowa DOT bidding process is subject to the procedures and requirements established in Iowa Administrative Code 761--20. Groups P1 and P2 will be awarded by individual line. These lines may be No-Bid.All lines have delivery restrictions. To view restrictions click on the hyperlink in description of each line. Shipping Terms Deliveries shall be F.O.B Destination. Award - Cost and Other Factors It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submission is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity. Contract Award It is the intent of the Iowa DOT to award the successful bidder(s) a one (1) year contract with an optional renewal of an additional one (1) year period. Renewals and contract adjustments must be mutually agreed upon by all parties and pre-approved by the Iowa DOT. The Iowa DOT reserves the right to adjust the estimated tons of rock salt at the beginning of a renwal year. If a contract is renewed, Political Subdivisions quantities may be included. Contract Period The successful supplier(s) shall be awarded a contract beinning upon notice to proceed through May 31, 2027. Purchase Orders Purchase orders will be issued for items as needed throughout the contract period. Etimated Quantities The quantity of each item is an estimate of needs throughout this contract period. The exact amount of rock salt purchased throughout this contract is dependent on weather, usage, approval, funding, and Iowa DOT and or public subdivisions included in this solicitation. At this time, it should be understood there are no guaranteed minimum purchases, and actual purchases may very, based on actual needs throughout the contract period. Notification of Intent to Award After responses are evaluated, a Notification of Intent to Award (NOIA) and bid tabulation will be posted publicly on the IMPACS Business Opportunities site. Communication Until a contract is awarded, the sole point of contact for this bid opportunity will be the Purchasing Agent listed in the event. All questions must be directed solely to the Purchasing Agent and will not be accepted after the Q&A Submissions Close Date. Bidders are strongly encouraged to submit all questions through the Q&A Board. Responses to questions will be posted on the Q&A Board. Tax Exemption The Iowa Department of Transportation is a tax exempt agency. Tax exemption certificates will be provided upon request.
