The Drug Enforcement Administration intends to issue a single, firm fixed price purchase order in accordance with the Federal Acquisition Regulation (FAR) Part 13. This is anticipated to be a sole source award to Thermo Electron North America LLC. The award will be for a DELTA V Plus Mass Spectrometer 3kV Isotope Ratio Mass Spectrometer (IRMS): Delta V, interfaced elemental analyzer (EA), EA-IRMS bulk isotopic analysis for CN, Gas Chromatography (GC): compound specific isotope analysis for CNHO. The applicable North American Industry Classification System (NAICS) is 334516, ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING. The Small Business Size Standard is 500 employees. The proposed award is for supplies for which the Government intends to solicit and negotiate only with Thermo Electron North America LLC. In accordance with FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. All applicable provisions and clauses are in the attached matrix. A Justification for Other than Full and Open Competition is approved and on file.
