Special Notice 7 August 2009 Reference: S5105A-09-R-0004 - Deltek Cobra and Deltek Open Plan In accordance with FAR subpart 13.5, the Defense Contract Management Agency (DCMA) intends to issue a sole source contract to Deltek Inc in the amount of $471,602.35 under NAICS: 511210 - Software Publishers for DCMA Information Technology Customer Service Organization (ITCSO). DelTek Inc. will provide Deltek Cobra and Deltek Open Plan Enterprise License Software for DCMA personnel located at various locations throughout DCMA. In addition, Deltek Inc will provide software maintenance of the exiting licenses under the contract. In accordance with FAR 6.302-1(2) Deltek Inc is the only responsible source and no other services will satisfy the DCMA's requirement. Deltek Inc is the sole and exclusive owner and manufacturer of the proprietary software: Deltek Cobra and Deltek Open Plan. Deltek Inc does not sell Deltek Cobra or Deltek Open Plan through distributors. This is not a request for competitive proposals. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
