DEM Design Build Construction and Site Readiness Services Alton Jones Campus

The Rhode Island Department of Environmental Management is soliciting proposals for a Design-Build project at the Alton Jones Campus to deliver comprehensive design, permitting, construction, and site readiness services under a Guaranteed Maximum Price of $2.5 million. The cost proposal contributes 15 points, and up to six bonus points are available for ISBE participation. The base contract term is two years, with two optional one-year extensions contingent on performance and funding. Site-specific inspections occur at all campus buildings, with final acceptance granted by RIDEM after verification of compliance with 30-year service life expectations, fire safety labeling, electrical circuit identification, and pre-occupancy system performance tests. Offerors must submit MBE/WBE participation documentation to receive credit, and all work must align with the provided attachments—including campus maps, photo logs, property cards, inspection service plans, mechanical scopes, and prior construction deficiency listings. No packaging, shipping, or military standards are required; all compliance is grounded in state and civilian codes, with no FOB terms or CLINs applicable due to the service-based nature of the delivery.
