Solicitation # C5613351-D
The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for contract C5613351-D to provide concrete debris removal and slope stabilization services at the Richard J. Donovan Correctional Facility in San Diego, California. The project involves clearing and grubbing a top layer of crushed concrete debris, re-grading approximately 10,000 cubic yards of soil to stabilize slopes against erosion and slide risks, and implementing erosion control measures such as hydroseeding and the installation of fiber rolls. The contractor is responsible for all labor, materials, equipment, and transportation, with compensation based on the Public Works Rate Sheet. Performance is subject to strict quality standards, including specific grade tolerances and material specifications, with oversight from a CDCR Representative and a Geotechnical Engineer. The contract is awarded based on the lowest price, with specific incentives available for Disabled Veteran Business Enterprises (DVBE) and reciprocal preferences for California-based companies. Bidders must provide a bid security of at least 10 percent of the base bid and are required to furnish performance and payment bonds upon award. Compliance with California prevailing wage laws, the Americans with Disabilities Act, and the project's Stormwater Pollution Prevention Plan (SWPPP) is mandatory. All submissions must be sent electronically to the designated CDCR email address by the specified deadline, including a completed bid submittal checklist and the required rate sheets.

The contract involves the complete demolition of Building 6119 at Dyess Air Force Base, Texas, covering approximately 2,892 square feet, including foundations, slabs, utilities, and associated structures, with site restoration. The scope mandates furnishing all labor, materials, equipment, supervision, and incidentals necessary to perform demolition in accordance with detailed drawings, specifications, and environmental requirements, notably asbestos abatement identified in a recent survey. The project schedule is estimated at 180 calendar days, with work hours primarily from 7:30 a.m. to 4:30 p.m., and coordination with base operations is essential, especially considering military activities that may temporarily restrict access. Inspections—above ceiling and final—must be scheduled with a minimum of seven days’ notice, and all quality control, testing, and safety standards, including adherence to ASTM and OSHA regulations, are mandatory for acceptance. The solicitation emphasizes a best value award process, where proposals are evaluated primarily on schedule feasibility, technical approach, and price, with no explicit numerical weights assigned. The government reserves the right to select a higher-priced proposal if it offers superior technical merit. Offerors must submit a comprehensive, self-sufficient quotation not exceeding 20 pages, including a detailed project schedule, technical narrative, key personnel qualifications, and an itemized cost breakdown using the prescribed Pricing Worksheet (Attachment E). All submissions are to be made electronically via email to designated contacts, with proposals remaining valid for 365 days. The contract incorporates numerous FAR and DFARS clauses covering labor standards, small business participation, cybersecurity, and environmental compliance. Security and access controls are critical, requiring contractor personnel to meet base entry requirements, and all work must be coordinated with the Contracting Officer. The project also involves strict site safety, traffic control, and environmental handling procedures, with detailed marking, labeling, and storage instructions for materials and equipment, ensuring compliance with applicable standards and regulations.
