Full Description

The Air Force Life Cycle Management Center, AFLCMC, hereby releases this pre-solicitation notice for a Demolition Indefinite Delivery / Indefinite Quantity contract to demolish facilities and infrastructure on Hanscom Air Force Base. Under this solicitation the Government intends to establish one (1) IDIQ contract in support of the facility and infrastructure demolition. This IDIQ is intended to provide a full-range of demolition services. Examples of the type of work may include but are not limited to all labor, materials, equipment, project management, construction coordination, construction inspection, quality control, hazardous materials testing & abatement required to demolish facilities and/or infrastructure located on Hanscom AFB, 4th Cliff Recreational Annex, Sagamore Hill, and the Cape Cod Air Force Station. These objectives shall be achieved through the implementation of Delivery Orders issued under the terms of the contract for all of the herein described tasks or additional tasks described in specific Delivery Orders. A seed project Delivery Order to demolish B1219 will be included in the evaluation of Best Value. Description of Seed Project: Project MXRD 08-0007 Demo Veterinary Clinic, B1219 on Hanscom Air Force Base. All work shall be performed in accordance with all applicable National, Air Force, State and local codes and regulations. This project will consist of complete facility demolition, removal of utility service, hazardous materials abatement, and site restoration. The term of this contract will be for a base year and two (2) twelve month options. Firm Fixed Price Delivery Orders will be issued against this contract. The guaranteed minimum will be $5,000 and the total capacity for the contract will be 8 million over 3 years. The anticipated release of this solicitation on Fed Biz Ops is to be on or around 1 June 2014. A site visit at Hanscom AFB will be conducted on or about 15 June 2014. This solicitation is anticipated to be a small business set-aside under NAICS code 238910.
