Demolition of 67 Central Avenue, Owego, NY

NOTICE TO BIDDERS The County of Tioga, New York (the “County”) invites sealed bids from qualified and responsible contractors for the complete demolition and site restoration of the County-owned structure located at 67 Central Avenue, Owego, New York 13827, Tax Map No. 128.08-7-56. The work generally includes complete demolition and removal of the existing approximately 2,136-square-foot, two-story structure; removal of the existing foundation and associated below-grade improvements as required; lawful off-site disposal of demolition debris; verification of utility disconnections; protection of adjacent property and public improvements; and preparation and turnover of the demolished site to the Tioga County Department of Public Works for subsequent backfill, compaction, and grading. Bids shall be received at: Tioga County Public Works Department, 477 NY-96, Owego, NY, 13827, until 10:00 AM local time on Friday, October 16th, 2026, at which time bids will be publicly opened and read aloud. A mandatory pre-bid site inspection will be held on Thursday, October 1st, 2026, at 9:00 AM at 67 Central Avenue, Owego, New York. Attendance by the prime bidder or an authorized representative is required. Failure to attend may render the bid non-responsive. Questions concerning the bidding documents shall be submitted in writing to: Gary Hammond, Commissioner of Public Works, no later than Friday, October 9th, 2026 at 12:00 PM (Noon). Responses affecting the solicitation will be issued by written addendum. The County anticipates award of the Contract in October 2026, subject to approval by the Tioga County Legislature. Work shall commence only following execution of the Contract, satisfaction of all pre-construction requirements, and issuance of a written Notice to Proceed by the County. The County anticipates commencement of the Work in October or November 2026. The actual commencement date and contract duration shall be established by the Notice to Proceed and/or executed Contract. This project is public work and is subject to applicable New York State competitive bidding and prevailing wage requirements. The successful bidder must comply with all applicable federal, State, County, Village and local laws, rules and regulations. The County reserves the right to reject any or all bids, waive informalities or irregularities to the extent permitted by law, require clarification of any bid, and award the contract in the best interests of the County consistent with applicable competitive bidding law.
