This solicitation, numbered FA461026Q1314, is a 100% Small Business Set-Aside under FAR 19.5 for the complete demolition of Building 13140, the Thor Dormitory, and associated support work at Vandenberg Space Force Base in Lompoc, California. The scope includes demolition of all structural components—slabs, sidewalks, floors, walls, ceilings, roofs, doors, windows, mechanical, electrical, and communication systems—along with removal of all equipment supporting B13140 from the adjacent B13143 Mechanical Support Building. The work also requires identification, abatement, and proper disposal of Asbestos Containing Materials and lead-based paint found in either structure, in full compliance with federal, state, and local environmental regulations. Contractors must submit a comprehensive set of plans including a Project Management Plan, Demolition Plan, Accident Prevention Plan, Quality Control Plan, Environmental Protection Plan, Salvage Plan, and detailed Schedule of Prices with a cost-loaded Network Analysis Schedule within 15 days of award. All proposals must include a detailed line-item estimate listing quantity, unit of measure, material, and labor costs; lump sum pricing is strictly prohibited and will result in non-responsiveness. Offerors are required to coordinate directly with American Water prior to quote submission per PWS Section 3.14 and may request structural drawings by contacting Chase French at chase.french@spaceforce.mil. The solicitation mandates a site visit on June 1, 2026, at 9:00 AM PDT, requiring all attendees to register by 2:00 PM PDT on May 27, 2026, with full names, driver’s license numbers, email addresses, and phone numbers. Attendees must report to the Vandenberg Visitor Center between 7:20 and 8:20 AM on the day of the visit to obtain a pass, as the caravan departs promptly at 8:50 AM. Questions must be submitted by June 5, 2026, and quotes are due by 2:00 PM PDT on June 26, 2026, via email to Chase French and Rick Porter.
