Demolition Services B15 and B54

The 47th Contracting Squadron at Laughlin Air Force Base, Texas, is soliciting firm fixed-price services for the complete demolition of two existing structures—Building 15 and Building 54—followed by full site restoration. The scope includes disconnection and capping of all utilities, removal and proper disposal of all debris, backfilling, grading, seeding, and installation of a new security fence. Due to the proximity of the work to an active airfield, strict adherence to base security, anti-terrorism, and safety protocols is mandatory, including compliance with OSHA standards, Air Force Civil Engineer guidelines, and Controlled Unclassified Information handling directives. All work must conform to Unified Facilities Criteria and local base specifications. The solicitation is a total small business set-aside under NAICS code 238910, with eligibility limited to small businesses meeting the $19 million size standard. Offerors must submit a three-volume proposal: a price volume using SF 1449 with detailed cost breakdowns, a technical narrative not exceeding five pages detailing demolition methodology, site restoration, debris handling, and airfield security compliance, and a past performance volume limited to two pages per project, documenting up to three relevant completed contracts within the last ten years.
