The 47th Contracting Squadron at Laughlin Air Force Base, Texas, is soliciting firm fixed-price services for the complete demolition of two existing structures—Building 15 and Building 54—followed by full site restoration. The scope includes disconnection and capping of all utilities, removal and proper disposal of all debris, backfilling, grading, seeding, and installation of a new security fence. Due to the proximity of the work to an active airfield, strict adherence to base security, anti-terrorism, and safety protocols is mandatory, including compliance with OSHA standards, Air Force Civil Engineer guidelines, and Controlled Unclassified Information handling directives. All work must conform to Unified Facilities Criteria and local base specifications. The solicitation is a total small business set-aside under NAICS code 238910, with eligibility limited to small businesses meeting the $19 million size standard. Offerors must submit a three-volume proposal: a price volume using SF 1449 with detailed cost breakdowns, a technical narrative not exceeding five pages detailing demolition methodology, site restoration, debris handling, and airfield security compliance, and a past performance volume limited to two pages per project, documenting up to three relevant completed contracts within the last ten years. Price is the most significant evaluation factor, with technical approach and past performance considered secondary; the government reserves the right to award to a higher-priced offeror if it provides significant added value. The period of performance is 126 calendar days beginning upon receipt of the Notice to Proceed. All personnel require base access credentials processed via a written request submitted at least two weeks in advance, including background checks by Security Forces, and must complete mandatory INFOSEC SETA training. Contractors must appoint a qualified Quality Control Manager with at least five years of construction experience and three years managing DoD projects, who must be formally delegated authority to halt work. Proposals must be submitted by 3:00 p.m. CDT on April 30, 2026, either electronically to the Contracting Officer and Contract Specialist or physically mailed to the specified Laughlin AFB address. Compliance with WAWF invoicing is required, and the payment office and contracting officer information are clearly designated. A pre-award site visit is scheduled for April 22, 2026, and all attachments referencing CUI must be requested directly from the Contracting Officer. An amendment has been issued to implement Class Deviation 2026-O0

RENOVATE RUNWAY CONTROL STRUCTURE B1776
Solicitation # FA309926Q0021
Solicitation FA309926Q0021 is a request for quotation for a design-build construction contract to perform comprehensive structural rehabilitation and interior modernization of the Runway Control Structure, Building 1776, at Laughlin Air Force Base, Texas. The scope of work includes structural steel realignment, exterior masonry repair, roof weatherproofing, and interior reconfiguration involving HVAC ductwork, electrical updates, and specialized equipment cabinetry. A critical requirement is the rerouting of HVAC systems to eliminate radio interference and the safe management of lead-based paint. The project is divided into three phases: design, materials procurement, and a 45-day physical construction window. All designs must comply with Unified Facilities Criteria and Installation Facilities Standards. This is a 100% small business set-aside under NAICS 236220, with a total estimated contract value of 480,407.79 dollars. Award will be based on a best value tradeoff, weighing technical evaluation and past performance equally with price. Technical evaluation focuses on site management within the high-security Airfield Controlled Movement Area, responsiveness to UFC design standards, quality control, and the ability to execute the construction phase without disrupting pilot training. The mandatory performance period is 352 calendar days from the notice to proceed. Contractors must be registered in the System for Award Management and comply with Davis-Bacon wage determinations and Buy American preferences. Invoicing is processed electronically via the Wide Area WorkFlow system.
