Demonstration of Huesker Helipad 3D Matting

The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) has been tasked by the US Army to demonstrate Huesker Helipad 3D matting for rotary wing operations and to develop an optimized kit to support Army logistics. The ERDC intends to issue an award to HUESKER Geocomposites, LLC, Charlotte, NC 28241 (Cage Code: 1CBT1) on a sole source basis. The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Airfields and Pavements Branch (APB) requires Huesker Helipad 3D matting to develop the Huesker Helipad 3D kit and to facilitate tech transfer of a prototype kit to the US Army which will be used to demonstrate requirements to install an approximately 100-ft wide by 100-ft long helipad. In 2005 Huesker company began working to develop an ultra-light mat system for dust control to support rotary wing operations in desert environments. The product was live-flight certified under a US Marine Corps program in 2010 and was rated highly based on its ability to mitigate dust, durability, lightweight design, simple installation, and low cost; however, final user evaluations are required prior to approval for possible acquisition. The Huesker Helipad 3D system is manufactured in the U.S. and represents a 75% reduction or a more robust patented system. This Huesker Helipad 3D system must be purchased from HUESKER Geocomposites, LLC, to ensure the prototype system meets the requirements for an Army program for dust abatement. HUESKER Geocomposites, LLC has no authorized distributors or resellers capable of providing the required Huesker Helipad 3D system. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to Landers.Grant@usace.army.mil. The solicitation number shall be included in the subject line of email submissions. Responses must be received no later than 12:00PM CST on 17 SEP 2015.
