NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. The United States Coast Guard (USCG) Research and Development Center (RDC) intends to solicit and award on a Sole Source Basis, to The Johns Hopkins University Applied Physics Laboratory LLC (JHU-APL) (DUNS: 040549461). USCG RDC has a requirement for a demonstration of Virtualized Programmable Logic Controllers (vPLCs) for response and recovery of Operational Technology (OT) Systems. USCG is in need of improved cyber resiliency capabilities onboard operational platforms, such as USCG Cutters. The control systems that provide the support for operator control of hull, mechanical, and electrical (HM&E) systems are fundamentally reliant upon programmable logic controllers (PLCs). These PLC devices represent a potential cyberattack surface that must be made more resilient through cyber situational awareness, protection, and response capabilities. Increasing cyber resiliency of these control systems is essential to ensuring that USCG platforms are operationally capable in an increasing complex and potentially hostile cyber environment. The scope of work is to develop a demonstration for the use of vPLCs as a rapid response and recovery capability in a cyberattack event or control system malfunction. The scope includes creating an experimental capability to instantiate vPLCs in parallel with onboard control system PLCs. The vPLCs will be used as the operator's control interface upon failure of legacy PLCs. The scope will be limited to a single platform with one to three PLCs virtualized to demonstrate capability and determine whether vPLCs can be used at scale to increase overall platform cyber resiliency. The scope also includes demonstrating the vPLC capability on a designated platform under simulated PLC failure conditions. The designated USCG vessel will be coordinated by the USCG R&D Center. The use of vPLCs is a new and novel research approach to mitigating a PLC cyberattacks on USCG assets without compromise to its mission capability. Market research has identified JHU-APL as the only source that has developed a vPLC cyber mitigation strategy to replace a compromised network connected PLC. Therefore, JHU-APL is the only source found capable of fulfilling the requirement. Solicitation number 70Z03219QP04H4400 is assigned for tracking purposes only. A solicitation will not be posted. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a quotation to the attention of the Mr. Simon W. Leung, Contracting Specialist, at contact@example.gov with 70Z03219QP04H4400 in the subject line, which will be considered by the agency if received no later than 2p.m., Wednesday, 27 March 2019. This notice shall not be construed as a promise to contract or a commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract or contracts.
