The General Services Administration is soliciting construction services for a design-bid-build project to develop a Joint Cyber Facility for the Department of Energy's National Nuclear Security Administration. Located in Building 810 at the Denver Federal Center in Lakewood, Colorado, the project involves a shell and tenant improvement to convert a former data center into a 21,784 square foot facility. The scope includes complete demolition of existing interiors and the construction of finished office workspace, a reception area, conference rooms, a server room, and a large video conferencing room. The facility must adhere to ICD/ICS 705 Technical Specification standards and specific IT security guidelines. Work will be performed within an occupied building, requiring strict coordination with active tenants. The government intends to award a firm-fixed-price contract based on a best-value tradeoff, with an estimated price range between 10 and 20 million dollars. Evaluation factors are heavily weighted toward non-price criteria, specifically the general contractor's past experience (30%), past performance (25%), and key personnel qualifications (15%). The project is subject to the Davis-Bacon Act and Buy American requirements, with a small business participation objective of 20 percent of the total contract value. Proposals are due by 11:00 a.m. Mountain Time on December 7, 2026. Due to the sensitive nature of the facility, offerors must submit a CUI Information Request Form to access controlled technical documents.
