The Naval Air Systems Command plans to award a firm fixed price contract to DRS Leonardo (Canada) for retrofit installation kits associated with the Deployable Flight Incident Recording Set (DFIRS) under Engineering Change Proposal (ECP) 6273. The contract focuses on providing WRA B-Kits for the first Full Rate Production (FRP-1) phase, with additional option year contract line item numbers (CLINs) for FRP-2 through FRP-5. These kits are essential Airframes Change B-Kit components that enhance the DFIRS, a system comprising two Weapons Replaceable Assemblies critical for flight incident data collection and recording on the F/A-18 aircraft. This award is being pursued as a sole source procurement under the authority of 10 USC 2304 (c)(1), supported by FAR 6.302-1, as DRS Leonardo is the exclusive Original Equipment Manufacturer (OEM) of the F/A-18 DFIR and possesses unique technical expertise, data, and special skills necessary to meet the Navy’s requirements. The contract ensures continuity and reliability in support of the DFIRS system by leveraging the OEM’s specialized knowledge of the system’s design and operation.
