On September 21, 2020, the Naval Air Systems Command awarded order modification N0001920F0337P00005 to AAR Aircraft Services, Inc. of Indianapolis, Indiana, for the depot maintenance, AEPD inspection, and repair of P-8A aircraft 168763. This action was executed under the P-8A Airframe Depot Maintenance and Repair Indefinite Delivery Indefinite Quantity Multiple Award Contract N0001918D0111. The modification was issued on a sole-source basis under an exception to the fair opportunity process, as AAR was the primary awardee for Option Period 2 and possessed the unique, highly specialized capabilities required for the services. The total value of this modification is 1,847,330.00 dollars, with all performance required to be completed by July 31, 2021. The work is performed at AAR's own facility under NAICS code 488190. This specific order is part of a broader competitive framework established in 2018, where AAR and The Boeing Company compete annually for primary award status across seven fiscal year ordering periods to fulfill government requirements for the P-8A Poseidon fleet.

Full Description

On 21 September 2020 the Naval Air Systems Command (NAVAIR) awarded order modification N0001920F0337P00005 under P-8A Airframe Depot Maintenance and Repair Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) N0001918D0111 to AAR Aircraft Services, Inc., Indianapolis, IN, under an exception to the fair opportunity process. Pursuant to FAR 16.505(b)(2)(i)(B), the contract action must be issued on a sole-source basis since only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. As a result of competitive Solicitation N00019-15-R-2004, on 1 February 2018 AAR Aircraft Services, Inc was one of two awardees for P-8A Poseidon Airframe Depot Maintenance and Repair IDIQ contracts. The other awardee was The Boeing Company (Boeing). Each of the IDIQ contracts includes seven fiscal year ordering periods (i.e., Base Period and Option Periods 1 through 6). The IDIQ contracts provide for the contractors to annually compete against each other to be selected as the primary awardee resulting in obtaining orders to fulfill the majority of Government requirements for the ordering period. Relevant to fulfilling the requirements at hand, AAR was selected as the primary (and only) awardee for Option Period 2. This modification procures depot maintenance and repair of P-8A aircraft 168763 at AAR's Aircraft's facility. The total dollar value of the awarded modification is $1,847,330.00 with performance to be completed on or before 31 July 2021. This notice is provided for information only.
