Derelict, At-Risk/Public Nuisance, Migrant, and VTIP Vessel Removal and Disposal

The Florida Fish and Wildlife Conservation Commission is seeking competitive proposals for a multi-award contract, solicitation FWC 25/26-84, for the recovery, removal, and disposal of derelict, at-risk, public nuisance, migrant, and VTIP vessels within the state of Florida. The scope of work includes various extraction methods based on vessel condition, such as pumping and floating for lightly aground vessels, using cranes or shallow draft barges for hard aground vessels, and utilizing flotation bags for sunken vessels. All removed vessels must be transported to licensed recycling facilities or Class I landfills, with contractors required to provide photographic evidence and disposal receipts for each project. The initial contract term begins on September 15, 2026, and runs for one year, with the Commission holding the option to renew on a yearly basis for up to three additional years. Award decisions are based on a scoring system where respondents must meet a minimum threshold of 60 points. Evaluation factors include experience (40 points), cost (30 points), contractor-owned equipment (20 points), and area of operational availability (10 points). Pricing is structured via cost sheets for mobilization, basic vessel removal by size, sunken vessel removal, and disposal fees. Payment is administered on a fixed-price or unit-rate basis upon the approval of deliverables by an FWC Officer and the Contract Manager. To be eligible, vendors must be registered in the MyFloridaMarketPlace and Sunbiz systems and possess a valid Unique Entity Identifier from SAM.gov. Submission of proposals requires seven original copies and one electronic copy on a flash drive, delivered in a sealed envelope by the specified deadline.
