AI Contract Overview
The U.S. Government is soliciting offers for a Firm Fixed Price Design-Build contract to install a backup generator at Building B1293, the Primary EOC, at Mountain Home Air Force Base in Idaho. The project is structured in two phases—Phase I for design services and Phase II for construction—with a total performance period of 280 calendar days from the Notice to Proceed, and requires full compliance with technical specifications detailed in eight attached documents including the Statement of Work, building layout, road review, and environmental control requirements. Offerors must be certified Women-Owned Small Businesses under the WOSB program, and all proposals must be submitted via the SAM.gov portal by the revised deadline of May 13, 2026, at 10:30 PM Mountain Time. Site inspections are mandatory, and potential offerors may arrange visits by contacting Yan V. Hampp at the provided address and phone number. The government will evaluate offers based primarily on price and past performance, with award resulting from a trade-off analysis rather than lowest price technically acceptable, allowing selection of a higher-priced proposal with superior performance history. All work must meet applicable federal, Air Force, and industry standards, and deliverables—including design submittals, as-built drawings, GIS data, and electrical load studies—must be submitted digitally via DoD SAFE. Performance is to be executed at Mountain Home AFB with final inspection and acceptance conducted by the 366th Civil Engineering Squadron and 366th Contracting Squadron respectively. The contract incorporates numerous FAR clauses including those governing prohibitions on gratuities, contingent fees, kickbacks, and improper activity, as well as requirements for contractor ethics, wage compliance under Executive Orders 14026 and 13706, and environmental protections related to ozone-depleting substances and refrigeration equipment maintenance. Offerors must certify their small business size status and Women-Owned Small Business eligibility through SAM.gov, provide their UEI and CAGE code, and disclose ownership structures, including immediate and highest-level owners. Pricing data is not disclosed in the solicitation, though the estimated contract value is between $250,000 and $500,000. Invoicing must be processed exclusively through Wide Area WorkFlow (WAWF), and the 366th Civil Engineering Squadron’s COR, Mark Smith, will serve as the primary point of contact for administrative and technical matters. Proposals must include comprehensive past performance documentation for
