Design and Construction of Columbarium Structures

The Corporation of the City of Oshawa has issued a Negotiated Request for Proposal (C2026-084) for the design, supply, and installation of two 72-unit Renaissance Dome-style columbarium structures. The project scope includes the construction of suitable concrete foundations and approximately 63 square metres of reinforced concrete sidewalk entrance and surrounds, designed to replicate existing adjacent columbariums. Work is anticipated to commence in Spring 2027 and must comply with the Ontario Building Code, the Ontario Health and Safety Act, and the Buy Ontario Act. Proponents are required to submit a mandatory Domestic Supply Chain Plan and provide detailed design drawings, granite specifications, and warranty information. Proposals must be submitted electronically through the City’s Bidding System by the deadline of October 1, 2026. Evaluation is based on a cumulative scoring system where project deliverables and technical response carry the most weight (40 points), followed by qualifications and experience (20 points), pricing (20 points), and overall proposal quality (10 points). Notably, a compliant bidder may be awarded the contract despite not having the highest score if they offer a domestic supply chain plan at least 50% higher than the top bidder, a price within 10% of the top bidder, and a construction schedule no more than 10% longer. Upon award, the successful contractor must provide a Fidelity Bond of at least $5 million, Commercial General Liability insurance of at least $2 million, professional liability insurance, and a WSIB Clearance Certificate. All invoices are subject to Net 30 terms or the provisions of the Ontario Construction Act.
