SPECIAL NOTICE NRMJ10002201088SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, Oceanic And Atmospheric Research (Oar) Earth Systems Research Laboratory (ESRL) Global Monitoring Lab (GML) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Delta Zee Solutions LLC of Tucson, Arizona for design and improvement upon a second-generation balloon-glider system called the High-altitude Operational Returning Uncrewed System (HORUS) which will include the purchase of six (6) additional airframe glider assemblies with wings & tails and the engineering, manufacturing for improvements, updates and testing. ***the sole source determination is based on the ESRL/GML requirement of horus glider design modifications and fabrication of additional gliders implementing those modifications from date of award through September 30, 2024. The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. Teaming up with other vendors would likely cause a significant delay in the project, including some loss of the initial design work done by Delta Zee Solutions and previous project collaborators, and/or would lead to an unsuccessful outcome. The team assembled by Delta Zee for this project includes all of the expertise needed for success: Direct experience with the custom-built, high-altitude HORUS Security clearances for work at test ranges Proven track record for rapid development of special projects that are not commonly available in the market ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
