The Pre-solicitation Notice has been posted against Solicitation #: FA6703-15-R-0001, Renovate Bldg. 802 & Install Elevator. This is a Sources Sought for potential Offerors to support the US Air Force Reserve located on Dobbins Air Reserve Base (ARB), GA. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and DOES NOT serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses. 94th Contracting Flight, Dobbins ARB is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms that have the skills, experience, knowledge, and capabilities required to perform a design build construction project. The purpose of this design build construction project is to provide material, labor, equipment, and testing required in accomplishing design and renovation of a three (3) story Visitor Officer Quarters (VOQ), Bldg. 802 on Dobbins ARB, GA. Work will include, but is not limited to, design and certification by a licensed Architect-Engineer (A/E), design reviews, construction documents, cost estimating, site investigation, site measurements, reproduction services, coordination, demolition, site supervision, drywall, mold abatement, mechanical, electrical, lighting, plumbing, automatic sprinkler system, painting, HVAC, dedicated outdoor air unit (DAOU) ventilation system(s), system balancing, and other work to meet the Air Force requirements. The North American Industry Classification System (NAICS) is 236220, Small Business Standard Size $36.5M and the magnitude of construction will be between $1,000,000 and $5,000,000. For a Contractor to be considered under one of the socioeconomic classifications, it MUST perform a minimum of 15% of the work with its own employees (FAR 52.219-14, Limitations on Subcontracting). Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractor must be registered in Central Contractor Registry (CCR) (see internet site: http://www.sam.gov) To qualify as a similar project, the project must meet all three elements of size, type, and complexity as further defined below: - SIZE - project(s) must meet magnitude of construction from $1M - $5M with minimum square footage of 25,000 - TYPE - project(s) must include the design and renovation of an existing DoD lodging building and incorporating special requirements of DoD Unified Facilities Criteria (UFC) and Engineering Technical Letter (ETL) - COMPLEXITY - projects must have included work on a secure military installation. In addition, firms interested in this effort must be able to demonstrate experience as a Design-Build Contractor on five (5) similar projects in the last 5 years as defined below: - Design management experience in a Design-Build contract - Renovations including all major facility components and utilities - Providing dedicated outdoor air unit (DAOU) ventilation systems IAW ETL 04-3 - Provide interior electrical systems IAW UFC 3-520-01 - Providing interior/exterior lighting design and controls IAW UFC 3-530-01 Responses to the Sources Sought shall include: - Business Name - CAGE Code & DUNS Number - Physical/Mailing Address - Business Size - Point of contact - Socio-Economic Status: i.e. HubZone, Service Disabled Veteran Owned Small Business (SDVOSB), 8(a), Women Owned Small Business (WOSB), Large etc. - Firm's Capability Statement which includes the following questions. o Narrative of your firm's experience and include at a minimum Five (5) projects that meet the description of "Similar project" as described above. For each Project, provide the title; location; whether prime or subcontractor work; contract or subcontract value; type of contract; if design/build; contract completion date; customer point of contact including phone number; and a narrative description of the product/services provided by your firm. o DESIGN CAPABILITY: Identify whether your firm has in-house engineering capacity or uses an A-E firm to provide design services. Indicate whether you have an established working relationship with the design firm. o Bonding Capacity for both Single & Aggregate The Capability Statements shall be no more than 5-pages in length.
