AI Contract Overview
This contract entails a design-build project at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River in North Carolina focused on demolishing five existing Bachelor Enlisted Quarters (BEQ) buildings and constructing replacement billeting to support 1,130 personnel via 565 two-person rooms. The solicitation, issued by the Department of Defense through NAVFAC Mid-Atlantic, is identified as Package #2 in the Barracks Initiative and is solicited on a full and open competition basis without any set-aside restrictions. The contract aligns with CMMC Level 1 cybersecurity requirements under DFARS regulations to ensure compliance with federal cybersecurity standards. The initial phase of this request for proposal covers Factors 1 through 4, with only selected offerors being invited to submit further proposal factors and price information in a subsequent phase. The solicitation, posted in mid-2026 with a response deadline in late July, involves a complex and large-scale construction effort estimated in related documentation to exceed $500 million, with a planned performance period of about four years. The project emphasizes the importance of contractor experience in similar design-build construction work, as demonstrated by required submissions of past project data and contractor capabilities. Additionally, a Request for Information issued earlier by NAVFAC Mid-Atlantic reflects consideration of Project Labor Agreements to address workforce planning, union involvement, and labor availability, inviting public input ahead of the formal solicitation. All communications are to be coordinated through the designated contracting point of contact based in Norfolk, Virginia, ensuring streamlined interaction throughout the procurement process.
