The General Services Administration (GSA) is seeking an Exchange Partner to develop and deliver a new approximately one million rentable square foot headquarters facility for the U.S. Department of Labor (DOL), along with parking accommodations. This new building will consolidate the DOL’s staff, currently dispersed between the Frances Perkins Building (FPB) and leased sites in the National Capital Region, into a single location to accommodate around 4,400 personnel. In exchange for this development, the selected partner will receive the FPB and its site, with the possibility of additional consideration if necessary. The project is part of GSA’s strategy to optimize federal real estate holdings and was preceded by a Request for Expressions of Interest issued in December 2015, targeting sites offered either as donated land, through no-cost assignable purchase options, or retained by private landowners with exclusive development rights. The developer selection process comprises two phases. Phase I is open exclusively to the owners of three designated sites—NoMa, Capitol Riverfront, and Poplar Point—each located in strategic areas of Washington, DC. Proposals will be assessed based on the developer's quality, financial capability, design and construction team expertise, and past performance. Qualified candidates advancing to Phase II may be required to submit detailed plans including key personnel, design concepts, risk management approaches, and pricing. The solicitation for Phase I was posted in late December 2016, with responses due by mid-February 2017. The contract is managed by the GSA’s PBS R11 Construction Services Division and is classified under NAICS code 531390. The point of contact for the solicitation is Contracting Officer Christine S. Kelly.

The U.S. General Services Administration (GSA) is seeking an Exchange Partner (EP) to develop, design, construct, and deliver a headquarters facility of approximately 1 million RSF, plus parking for the U.S. Department of Labor (DOL), and to receive in exchange the Frances Perkins Building (FPB) and related site and if needed, other consideration. The DOL's personnel are currently housed in FPB and leased locations in the National Capital Region. The proposed project will consolidate these locations into a new DOL Headquarters that will house approximately 4,400 personnel. GSA issued a Request for Expressions of Interest (REOI) for sites on December 21, 2015. In the REOI, GSA considered (i) donated sites, (ii) sites to be sold to GSA through a no-cost, assignable purchase option (if exercised, allows for site acquisition at an agreed-upon price and is assignable to a third party), or (iii) privately held sites on which the landowner wishes to retain exclusive development rights in the possible future exchange. GSA selected three sites in which the landowners are retaining exclusive development rights. The developer selection process shall be in two phases. Phase I will be open to the owners of the sites identified below (in no particular order): - Site 1, referenced as NoMa, located at the intersection of North Capitol Street and New York Avenue NE; - Site 2, referenced as Capitol Riverfront, located at the intersection of M Street and South Capitol Street in Southwest; and - Site 3, referenced as Poplar Point, located in Anacostia and bordered by Interstate 295, Howard Road and Suitland Parkway in Southeast. In Phase I, Offers will be evaluated based upon five factors: (i) Quality of the Developer, (ii) Financial Capability, (iii) Quality of the Design Team, (iv) Quality of the Construction Team, and (v) Past Performance. In Phase II, qualified offerors may be asked to submit key personnel, design approach, risk management plan and pricing. Attached is the redacted Phase I RFP. Phase I responses are due February 13, 2017.
