Design-Build Senegal Marine Special Forces Small Boat Storage Shelter

The U.S. Department of Defense, through the Naval Facilities Engineering Systems Command Europe Africa Central, is preparing to award a design-build contract for a 34m x 16m small boat storage shelter to support Marine Special Forces in Senegal, with an estimated value between $250,000 and $500,000. This pre-solicitation notice indicates that a formal Request for Proposal will follow, but all current details are provisional and subject to change upon issuance of the official solicitation. Contractors must be prepared to provide all labor, supervision, materials, equipment, and safety measures required for the design and construction of the facility in accordance with a Performance Technical Statement, while also securing all necessary professional licenses and permits mandated by Senegalese authorities—including those for onsite and offsite hauling, demolition, storm water discharge, construction activities, temporary utilities, road improvements, and communications. Full compliance with environmental laws and coordination with local, regional, and national environmental agencies is the contractor’s sole responsibility. All offerors must maintain an active registration in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) and possess a current CAGE or NCAGE code, which must be clearly included on all submissions. Because the project is located in the AFRICOM Area of Responsibility, contractors and subcontractors performing work valued above $35,000 must register in the Joint Contingency Contracting System (JCCS) and maintain an “Acceptable” risk rating from award through final acceptance and warranty periods; failure to do so will render a proposal ineligible under FAR 9.104-1(g). Joint Ventures are permitted but require a notarized legal agreement in both original language and certified English translation, explicitly stating the responsibilities of each partner, the JV’s name and structure, the CAGE/NCAGE and UEI of the JV entity, and a statement that all members are jointly and severally liable for contract performance. The JV agreement must remain irrevocable for one year after final government acceptance. Only electronic submissions through the Procurement Integrated Enterprise Environment (PIEE) solicitation module will be accepted, and all proposals must be submitted by the deadline of June 29, 2026.
