Design-Build Services For Manufactured Home Community

The County of Mono and Mono County Housing Authority are seeking a Design-Build Entity to provide comprehensive services for the Lee Vining Manufactured Home Community in California. The scope of work includes site improvements, design, permitting, procurement, delivery, and the on-site installation of approximately ten manufactured homes. These homes must be ENERGY STAR Manufactured New Homes Version 2 or greater, include a minimum non-prorated two-year warranty, and comply with HUD and CA HCD Title 25 standards. The project requires adherence to the 2025 California Building Codes, specific snow load requirements for Lee Vining, and Wild Urban Interface compliance for fire-resistant construction. Additionally, the contractor must provide ADA accessible units and ensure site infrastructure, such as access roads and driveways, meets Mono County road and snow storage standards. The selection process follows a two-stage approach, beginning with a Statement of Qualifications (SOQ) to identify a short list of qualified teams, followed by a request for cost proposals from selected firms. The tentative contract start date is March 2027. This is a prevailing wage rate project requiring the contractor to be DIR registered and compliant with California Labor Code provisions regarding skilled and trained workforces. Payment will be made on a monthly basis within 30 days of receipt of an itemized statement, though the agreement is subject to available funding and may be modified or terminated by the County within 10 days if funding is reduced or fails.
