The District of Columbia Office of Contracts and Procurement (OCP) on behalf of the District of Columbia Department of Transportation (DDOT), under the Procurement Practices Reform Act of 2010 (PPRA) as amended and 27 D.C.M.R. chapter 16, is issuing this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from entities (Respondents) interested in providing design-build (DB) services for the Rehabilitation of I-395 NB Bridge over Potomac River (the Project). The Project is programmed in the DC Statewide Transportation Improvement Program for fiscal years (FYs) 2023 to 2026 (Transportation Improvement Program ID T13562). The purpose of the Project is: 1. Replacing the bridges bascule span superstructure with a fixed span 2. Rehabilitation of the bascule piers 3. Replacing the bascule piers timber vessel protection system 4. Replacing the steel plate barriers on the entire bridge 5. Maintenance and rehabilitation of the approach spans superstructure and piers 6. Replacing in-kind the secondary bridge components that shall be removed due to the construction The scope of the Project is outlined and described in Section 2.a. The Project will not change the existing bascule span navigation horizontal clearance (104 feet) and vertical clearance (24 feet to Mean High Water Elevation).
