Design Build Services Forest Ridge Park Mountain Bike Trail

The City of Raleigh is seeking qualified design-build teams to provide comprehensive design and construction services for approximately 7.5 miles of natural surface, single-track mountain bike trails at Forest Ridge Park. Targeted at intermediate to advanced riders, including adaptive biking, the project emphasizes sustainable construction techniques, such as bench cutting, and the installation of special features, bridges, and boardwalks. The work is structured into two phases: Phase 1 focuses on design, engineering, and permitting through a series of milestones, while Phase 2 covers procurement, site preparation, and final construction. The project must be completed by Spring 2028 to satisfy grant deadlines, with a total not-to-exceed budget of 700,000 dollars. Selection is based on a qualifications-based process under the North Carolina Mini-Brooks Act, meaning price is not a determining factor in the initial award. Evaluation criteria include team experience, corporate background, project approach, and familiarity with the project area. The successful firm will enter into an agreement that may utilize either a fixed lump sum or a guaranteed maximum price for construction. Key contractual requirements include the provision of performance and payment bonds for 100 percent of the Phase 2 contract price, comprehensive general and automobile liability insurance, and adherence to strict professional conduct and non-discrimination standards.
